| Mission |

The Substance Abuse Counseling Center provides both outpatient and intensive outpatient treatment aboard Marine Corps Base Quantico. Treatment includes case management (referrals to inpatient care if needed), counseling, treatment planning and aftercare/continuing care recommendations. Treatment is abstinent based, uses an individualized continuum of care approach and is coupled with emphasis on personal responsibility and 12-step self-help programs. Treatment is primarily offered to Active Duty personnel. All treatment services are based on the individuals' needs and have a variable length of stay, based on these needs.
Also provided are similar services to Retired military, dependents of military personnel (age 18 and older), on a space-available basis. The individual’s primary health care provider usually arranges treatment. |

| Prevention |

Drugs and alcohol abuse presents a large and mounting concern for military leaders. CSACC is there to assist and provide an active campaign to help educate military personnel and their family members on the dangers of illegal drugs and alcohol abuse, as well as the personal and professional consequences of their actions while under the influence of alcohol or drugs.

CSACC provides the following programs and services during normal business hours (0800–1630) Monday through Friday:
- Screening/Assessment
The Substance Abuse Counseling Center primarily provides Active Duty military personnel with alcohol or drug screening assessments and subsequent referrals. Screenings are scheduled through the Active Duty members command Substance Abuse Control Officer/ Drug Alcohol Program Advisor (SACO/DAPA). Active Duty family members (age 18 and older), Retirees, and DoD employees are welcome on a space-available basis. Drug dependent diagnosis will be sent to an inpatient program at Substance Abuse Rehabilitation

- Early Intervention
This is a two-day 16-hour training course on Alcohol and Drug Abuse Prevention, provided to individuals who have experienced an isolated alcohol or drug related incident, or are in need of substance abuse education. The class educates individuals about the effect of alcohol on the body and brain and teaches responsible drinking. The goal is to make participants aware of the basic nature of the substance alcohol and the risks involved in using and abusing substances. Core values, regulation and expectations are also covered.
- Outpatient Treatment (OP)
Treatment is aimed at patients who have a substance abuse disorder (pattern of misuse of alcohol), and meet the placement criteria for such treatment. The goal of OP treatment is to reduce problematic use of alcohol through an education and counseling approach that focuses on increasing the member's awareness of his/her relationship with alcohol, motivating positive attitude and behavioral changes in that relationship, increasing the patient's ability to make responsible decisions about the use of alcohol in their life, assisting in the development of plans to avoid further alcohol incidents, and referring to other resources for assistance when indicated. OP requirements are not to exceed nine contact hours per week.
- Intensive Outpatient (IOP)
Treatment is designed for patients who have been diagnosed with significant alcohol abuse or alcohol dependence, while still meeting the placement criteria for such treatment. The goal of IOP treatment is to assist the patient's acceptance and adjustment to having a substance use disorder. Introducing life skills surrounding choices and responsibility while keeping in mind the treatment goal of each patient using a bio-psycho-social model delivered in an outpatient setting. IOP requirements call for more than 9 hours, but not greater than 20 contact hours per week.
- Residential Treatment
For individuals deemed by the Licensed Independent Practitioner (LIP) to require residential treatment, CSACC will coordinate the assignment to the Substance Abuse Rehabilitation Program (SARP) and MedEvac is provided by the command
- Aftercare
Aftercare service requires the monitoring and documentation of an individual’s progress for a minimum of 12 months by the unit SACO. A written aftercare plan will be provided by the facility where the Marine received treatment. If the Marine is encountering difficulties in adhering to his treatment plan a modification may be appropriate. This will require a referral to a Substance Abuse Counselor and/or Medical Officer.
- Drug Demand Reduction Coordinator’s (DDRC)
Primary responsibility is to support the Marine Corps’ illegal drug use prevention activities / education to all commands. For more information, call Ms. Pamela Levins at 703.784.3502
- Aftercare Survival Workshop
Located at the Consolidated substance Abuse Counseling Center (CSACC) Room 15, Building 3035, on the 2 nd deck. This workshop is open to any Marine who has completed Residential treatment, or their Unit Saco’s. Dependents may also attend if space is available. - Outreach Training
This is Prevention and Awareness Training for your Unit or Commands on drugs and alcohol. For more information on outreach training, please contact Ms. Pamela Levins (DDRC) at 703.784.3502/3/4/5/6.
- Substance Abuse Control Officer Training
SACO training is provided to all newly appointed SACOs on a quarterly basis. The SACO will be appointed in writing and receive a sufficient level of training to function effectively as the Unit’s substance abuse expert. All SACOs must receive formal training within three months of their appointment. A copy of the appointment letter must be on file at CSACC.
- Urinalysis Program Coordinator Course
